IS 9815 is the Bureau of Indian Standards specification for automatic voltage stabilizers — and most stabilizers sold in India do not actually comply with it. Here is what the standard requires, how to verify compliance, and why it matters for your purchase decision.
The Standard That Separates Industrial Stabilizers From Everything Else
When a factory procurement team, a government engineer, or an electrical consultant specifies "IS 9815 compliant" in a servo stabilizer tender, they are invoking a Bureau of Indian Standards specification that defines minimum requirements for automatic voltage stabilizer performance, construction, safety, and testing.
The problem is that IS 9815 compliance is frequently claimed by manufacturers and distributors who have never had their products independently tested against the standard. It appears on brochures, quoted specifications, and even some certification documents without the backing of actual NABL-accredited test results.
Understanding what IS 9815 actually requires — and how to verify that a stabilizer genuinely meets it — protects you from buying a unit that will underperform, fail early, or create safety risks in your facility.
What IS 9815 Actually Specifies
IS 9815 covers automatic voltage stabilizers for AC supply systems. The current edition specifies requirements across several categories:
Output voltage regulation. The standard defines acceptable output voltage tolerance bands — the precision with which the stabilizer must maintain its set output voltage across the full range of specified input voltage variation and load variation. For industrial servo stabilizers, this is typically ±1% to ±3% depending on the grade specified.
Input voltage range. The stabilizer must maintain rated output regulation across the full specified input voltage range — it is not sufficient to regulate correctly only at nominal input voltage.
Response time. The time from a voltage disturbance to the stabilizer restoring output to within specification. IS 9815 specifies maximum response times for different stabilizer categories.
Waveform quality. The standard requires that the stabilizer does not introduce waveform distortion into the output — harmonic content and waveform fidelity are tested as part of routine testing.
Temperature rise. Components must not exceed specified temperature limits at full rated load — a requirement that directly addresses whether the stabilizer is genuinely rated for its specified capacity or overrated on paper.
Routine tests. Every unit manufactured must pass a defined set of routine tests before dispatch — including output voltage accuracy test, insulation resistance test, and high-voltage withstand test.
Type tests. Periodically, units must be submitted for comprehensive type testing at an accredited laboratory to verify that the design meets all specification requirements.
The Difference Between Claiming Compliance and Proving It
Any manufacturer can print "IS 9815" on a brochure. Genuine compliance requires documentation that you can ask for and verify.
What genuine IS 9815 compliance looks like:

The test report should identify the specific unit tested (serial number or model), the specific standard version tested against, the test results for each measured parameter, and a pass or fail determination for each clause tested.
What to ask for when evaluating a stabilizer manufacturer:
Request the NABL test report — not a company-issued certificate, not a statement of compliance, but the actual accredited laboratory test report. A genuine manufacturer will provide this without hesitation. A manufacturer who cannot provide it, or who offers a substitute document, has not genuinely demonstrated IS 9815 compliance.
Also request the ISO 9001:2015 quality management certificate — which covers the manufacturing process quality system, not just the product. Genuine ISO 9001:2015 certification is issued by an accredited certification body and includes the scope of certification and certificate number that can be independently verified.
Why IS 9815 Compliance Matters for Specific Buyer Categories
Government and defence procurement. All government tenders for electrical equipment under GFR 2017 require products that meet applicable Indian standards. A stabilizer specified in a government tender as IS 9815 compliant must be accompanied by genuine test documentation. Procurement officers who accept non-compliant products bearing false IS 9815 claims are exposed to audit risk, and the supplying organisation is exposed to rejection and blacklisting. For MES, CPWD, and defence procurement specifically, IS 9815 compliance is a mandatory technical eligibility requirement — not a preference.
Insurance and liability. If equipment in your facility is damaged by a voltage event and you make an insurance claim, the insurer may assess whether adequate power protection was in place. A non-compliant stabilizer that was represented as IS 9815 compliant creates a documentation gap that can affect claim outcomes.
Pharmaceutical and medical facility requirements. NABH and GMP facility audits include electrical infrastructure assessments. Equipment qualification documentation for pharmaceutical plants specifies the performance standards that power protection equipment must meet. A stabilizer with a genuine NABL test report and IS 9815 compliance satisfies these documentation requirements; one without them creates a gap in your qualification dossier.
General industrial buyers. For most industrial buyers, IS 9815 compliance is valuable as a performance guarantee — it means the unit has been independently verified to actually regulate voltage within specified tolerances, not just claimed to. An IS 9815-compliant unit from a genuine manufacturer is simply more likely to perform as specified over its operational life.
